Short answer: most Kenyan public street lighting tenders attract only a handful of bidders: the median is 4, and 40 % have three or fewer. Prices are close: in tenders with at least three priced bids, the lowest bid is typically only about 8 % below the median bid. With competition this tight, a small price advantage, complete documents and a compliant sample decide most awards.
Kenya’s Public Procurement Information Portal publishes the bid-opening register for many tenders: who bid and at what price. We analysed the registers of 425 lighting tenders (street lights, solar street lights, high masts and floodlights), mostly from 2023 to 2026.

Small county tenders, many reserved for youth, women or local firms, often draw only a few bids. Larger multi-county packages from national agencies attract the crowds.
2. Prices are close together
Across tenders with at least three priced bids, the median ratio between the highest and the lowest bid was about 1.2, and the lowest bid was typically about 8 % below the median bid. In a quarter of tenders the spread exceeded two times, usually where some bidders priced a different scope or specification.
Two practical consequences follow. First, a few percent on the price of the lights can change the ranking, so the luminaire and battery cost matter. Second, because most compliant bids are close, evaluation often turns on documents, samples and technical responsiveness rather than price alone.
3. A long tail of occasional bidders
Of 1,390 companies that bid, 1,007 bid only once, 202 bid at least three times and 36 bid ten times or more. The repeat bidders are the core of the market: they know the county specifications and the documents evaluators expect. Occasional bidders are often general contractors trying a lighting tender for the first time.
4. What helps a bid win
- Price the lights precisely. With spreads of a few percent, the cost of the battery Wh and the LED is decisive.

We collected tender records from Kenya’s Public Procurement Information Portal whose titles refer to street lights, floodlights, high masts or solar lighting, and analysed the published bid registers (bidder names and tender sums) in aggregate. Not every tender publishes its register, and tender sums cover each bidder’s full scope, which can differ. No individual bids are reported here.
